If time truly stood still, yes. However, the typical time stop clock generates a 'bubble' of sorts around its , allow them to operate normally. Time may as well not have stopped in the 's immediate presence, as air and light continue their normal motions, and objects react to the 's touch, for example: Skin feels like skin and not stone. The consciousness of anyone not in possession of a similar chrono-manipulation device does not enter the frozen moment alongside the , and as such is unable to act or mentally record anything that happens within it.
